(1) A public body may purchase consultancy services from any person, firm, institution or company in the following cases:-
(a) If no work can be done from the manpower available in the concerned public body, or
(b) In case of having to receive services from a consultant in accordance with the agreement with the donor party to be paid from the foreign aid source.
(2) In order to purchase the consulting service as per sub-section (1), the purchase shall be done after completing the procedure as per this Act.
